全文內容: 　這篇文章針對近二十餘年來監察院的職權變動及其所引發的憲政爭議，進行了詳細的綜合探討。這篇文章，先就修憲後的監察院的組織，作了一個簡要的分析；並以一個簡圖予以概括，清晰而明白；並將監察院的功能概括為：保障人民權利，檢視政府政策；促進依法行政，整治官箴吏治；以及審計財政支出，執行陽光四法等三大項。這篇文章以糾正、糾舉、彈劾、調查權、陽光四法等為要項，剖析監察院在行使職權時與另四權或院內權力配置的可能衝突逐一加以檢視，為本文的重點所在。這篇文章一方面陳述監察院職權的變動，一方面也分析其職權的價值所在。此外，這篇文章也論述了監察院的監試權，並分析正反兩面的意見。

全文內容: 　 This article has been written to finish a discussion about relevant change and the constitutional argument around the impact upon Control Yuan for nearly twenty years. We’d like to take an analysis about the method of Control Yuan organization after constitutional amendments; therefore, we’ll use a diagram to involve the following functions, called “Policy examination”, “Civil servant monitoring”, and “Audit accounts”, etc..
　 We also pointed out the importance of censure, impeachment, investigative power, and clean relevant law. We’d like to discuss about how these functions could cause power configuration of Control Yuan or other central government authority to have an argument against each other. That’s the most crucial part of this article.
　 On the one hand, we used this article to finish a narrative speaking about relevant change of Control Yuan power; on the other hand, we also analyze the value of the relevant change. Moreover, we tried to discuss the optimistic and pessimistic opinions about the supervisory power of Control Yuan.
