　　本文從意識型態角度解釋驅動政治領袖成就臺灣經濟奇蹟之原因。過去對臺灣經濟奇蹟的意識型態基礎有以下觀點：一、三民主義中的民生主義；二、民族主義下的發展型國家路徑；三、資本主義的自由主義傳統。近年學者則以民族主義下的中國儒官概念解釋形成臺灣經濟奇蹟原因。本文指出，發展型國家與中國儒官路徑主要關切經濟政治領袖想法，因此未能釐清一個重要問題：為何政治強人願意給經濟政治領袖獨立擘畫空間？並透過文獻發現，三民主義中的民權主義「萬能政府」概念，影響國民黨領袖放手讓儒官制訂執行有效之經濟政策。

　　This article uses an ideological perspective to explain the incentives that drove political leaders to bring about the Taiwan Economic Miracle. In the past, there were three views towards the ideologies of the Taiwan Economic Miracle: 1. The principle of the people’s welfare from the Three People's Principles; 2. The path of a developmental state under the principle of nationalism; and 3. Liberalism traditions of capitalism. In recent years, scholars have used the China Factor from the principle of nationalism to explain the cause of the Taiwan Economic Miracle. This article indicates that the developmental state and the China Factor are primarily concerned with the views of political leaders and have yet to clarify an important problem: why powerful political individuals were willing to grant political leaders space for an independent plan. Through literature, it was also found that the concept of “omnipotent government” from the principle of democracy in the Three People’s Principles affected how Kuomintang leaders allowed Confucianist officials to develop and execute effective economic policies.
