孫中山引資主張的當代意涵與對陸資來臺的省思

　 綜覽孫中山先生曾發表的文章與演說，發現他多次提到面對百年前百廢待舉、疲弱不振的國家經濟，存在著資金、技術、管理三方面嚴重的問題，必須要借助外國力量才得以改善，並強調引進外資、外才發展國家實業的急切性與重要性，同時提出相當多的佐證來說明此一主張的實用價值；此外，他為了克服引進外資、外才的缺點，提出了須堅守國家與人民主權的配套措施，企圖讓此項政策發揮最大效用。然而，當時的中國甫歷經清朝政府的腐敗與無能，曾因為引進外資而喪失國家主權並加速國家與民族的滅亡，故當時的社會未能採納孫中山先生的引資主張。
　 現今的臺灣，雖奠基著孫中山三民主義與建國大綱的重要思想，發展成為當今富足安康的國家，然而受到國際間多年的金融危機影響，經濟景氣亦持續呈現衰退。此外，面對中國大陸經濟力的快速成長，並躍升為全世界經濟發展最穩健與最迅速的國家，不但吸引國際大量資金，也累積大量的外匯，對外投資能量也大為增加，大陸為施行「走出去」戰略，不斷對外進行大規模的投資，其資金流出總額已超過資金總流入。而臺灣在面對經濟力道發展遲緩的當下，陸資對臺灣經濟的助長更顯得格外重要，臺灣當局的陸資政策，更是密切左右著陸資來臺及臺灣未來發展的重要因素，此時的臺灣，一方面需考量是否開放與大陸進行合作以趕上經濟發展的便車，另一方面又需思考可能對境內政治、經濟、產業、企業環境帶來的負面影響，如何因應陸資來臺投資確實需要相當的智慧與判斷力，才能在不影響臺灣主權與國際政經地位的前提下，同時獲得經濟推升的實質助益。

　 Although Taiwan base on the Important Thought of Mr. Sun Yat-sen's the Three Principles of the People and the Outline of Founding, to develop into well-being of today's rich countries, however, affected by the international financial crisis for many years, the economic boom has also continued to show decline. In addition, the face of the rapid growth of Chinese mainland's economic power, and jumped to the economic development of the world's most robust and fastest growing countries, not only to attract a lot of international funds have accumulated a large amount of foreign exchange, foreign investment energy also increased significantly, for the purposes of the continent "going out" strategy, the Foreign massive investments, the total outflow of funds has exceeded total capital inflows. While Taiwan's economic strength in the face of the slow development of the moment, on land owned Taiwan's economy is particularly important to encourage more land resources policy of the Taiwan authorities, it is closely around the landing investment in Taiwan and an important factor in the future development of Taiwan at this time Taiwan, on the one hand need to consider whether to cooperate with the mainland open to catch a ride of economic development, on the other hand need to ponder the possible negative effects on domestic politics, economy, industry, business environment, and how to respond to mainland capital to Taiwan investment does require considerable wisdom and judgment, without prejudice to the sovereignty of Taiwan and the international political and economic status, as well as access to economic push up the essence of help.
