Abstract

　　歐戰期間，中國是否參戰，引發一場嚴重的政治風暴。美國駐華公使芮恩施力促北京政府追隨美國對德宣戰，但孫逸仙為首的反戰派卻公然與美方作對，令芮恩施頗為反感。反戰失利後，孫逸仙號召護法運動並在廣州成立軍政府，積極尋求美國支持而未果。芮恩施對孫逸仙所領導的政治反對運動雖不同情，但他對於孫的實業計畫十分欣賞，有心協助孫推動此項宏大的計畫，卻因客觀環境所限化為幻影。

Abstract

　　During the European War time, it triggered a serious political storm whether China will participate in the war or not. Paul S. Reinsch, American Minister to China, encouraged the Peking Government to declare war against Germany after the US government. However, Dr. Sun Yat-sen, the leader of the anti-war party, opposed the Department of State in public, which gave Reinsch a bad impression. After the failure of the anti-war activity, Sun called on the activity to maintain the law and established a military government in Canton. He actively asked for the support of Washington but got nothing. Reinsch did not sympathize with the anti-government activity led by Dr. Sun, but he really appreciated Sun's idea of international development of China. He intended to help Sun promote this great plan but he eventually failed because of the unfavorable circumstances in and out.
