　　孫中山先生創設三民主義，其思想淵源有中國固有思想、歐美學說及其獨見而創獲的，合乎世界潮流及符合中國國情，三民主義是孫中山先生思想的重要主張，也是建設中華民國的一種思想力量。其因鑒於歐美社會問題越演越烈，中國社會問題雖未發生，為防範於未然，乃提倡民生主義，以代替社會主義，希望清除社會問題於無形。
　　孫中山先生說主義是一種思想、一種信仰與一種力量。在其著述建國大綱第2條明白指示「建設之首要在民生」，民生是解決眾人生存的問題，工作就是為了生存，身心障礙者覓尋工作原比一般人困難，且民眾對身心障礙者有刻板印象，認為其無法工作，使其在求職過程中常被拒絕，政府遂透過法律之制定來保障其工作權，透過一連串訓練培養其生活技能，使其可以謀生，以安定生活。
　　本研究透過文獻檢視來了解孫中山先生有關民生主義思想對當前各身心障礙者庇護工場的執行狀況，綜合分析發現法令規定與實務面有相當落差，實應對身心障礙者庇護工場政策制定及相關配套措施做修正，以建構完善的身心障礙者就業，保障全體國民經濟安全生活，避免陷入貧困之窘境。

全文內容

　　Dr. Sun Yat-Sen created the Three Principles of the People, the concepts of which originate from Chinese thoughts, European and American doctrines and their unique views. The Three People's Principles are an important proposition of Dr. Sun Yat-sen's ideology and an ideological force in the building of the Republic of China. In view of the fact that social issues in Europe and the United States had become increasingly fierce, although China’s social problems had not yet occurred, they advocated the people’s livelihood in order to replace socialism in hopes of eliminating social problems and preventing them from happening.
　　Dr. Sun Yat-sen said that an ideology is an idea, a belief and a force. In Article 2 of the Fundamentals of National Reconstruction, it is clearly stated that “the foremost purpose of construction is the people's livelihood.” The people’s livelihood is the solution to the problem of the survival of the people. People work for a living. It is more difficult for people with physical and mental disabilities to find work than the average person, and most people have stereotypes about people with disabilities. Most of the time, the disabled are often discriminated against and considered as insufficient in work skill and intelligence. Consequently, the disabled are often rejected during the job search process. The government had to legislate to protect worker’s rights for the disabled and provide training programs to build their living skills in order to live a stable life.
　　This study uses literature review to understand the influence of Dr. Sun Yat-sen’s ideologies on the people’s livelihood on the implementation of modern sheltered workshops for various physically and mentally disabled persons. A comprehensive analysis found that there is a considerable gap between ordinances and practices. The government should make amendments to the formulation of policies for sheltered workshops for the physically and mentally disabled and related supporting measures in order to establish sound employment for the disabled, ensure the people’s economic security, and avoid falling into the dilemma of poverty.
