孫中山先生主張考試獨立的意義,便是為了實現「人才政治」,而專家政治便是用來開啟人才政治。本文研究動機在於現今臺灣社會關於考與試和教改等引發許多亂象批評及考試權無法獨立和選拔適當人才產生問題,這些現況究竟能否從中山思想的初心及觀點中得到啟發及改善?本文研究的目的在於瞭解中山先生考試權之內涵及其當代學術價值,針對當今考試權及考試制度相關議題,給予臺灣當代社會省思,以促使考試制度更為健全,教改能更具成效,考與試都能更加合理完善。
本文首先從中山先生考試權之思想背景切入,針對中山先生對於考試權之種種談話,而歸納出其考試權之思想背景;而後針對中山先生考試權之內容進行闡釋,包括考試權獨立之內涵;再者針對中山先生考試權之現代價值性應用轉化進行論述,這其中包括教改亂象、考試取才的選拔性及考試權獨立運作三大問題對當今2020年臺灣考試制度進行分析,最後作一結論,期能達成本文之研究目的,恢弘中山思想價值。
本文的研究價值在於不光只是探討中山先生考試權內容進行探討,且對於現代意義的轉化,考與試等問題的思考,包括文官及人事制度、從不同面向來分析考試制度進行論證,尚對考試制度之價值概念進行論述,透過當代臺灣考試制度及教改檢視,以找出考試權之現代性意義與價值。本文採取文獻分析法,透過中山先生不同時期對考試權的談話,找出其思想背景;透過文獻檢視找出考試權之現代性價值,並反思及檢討教改及考試制度。
Dr. Sun Yat-sen advocated that the significance of examination independence lies in realizing “talent politics”, while expert politics is used to open up talent politics. The research motivation of this study is the many chaotic phenomenon and criticisms in Taiwan’s society today caused by taking an examination, examination, and education reform, as well as problems arising from examination power failing to gain independence and the selection of appropriate talents. Can these existing situations find inspiration and improvement based on Dr. Sun Yat-sen’s initial thought and viewpoint? The purpose of this study is to gain an insight into the connotations of Dr. Sun Yat-sen’s examination power and its contemporary academic value, prompting Taiwan’s contemporary society to reflect on today’s examination power and examination system related issues, thereby bringing forth a more comprehensive examination system, achieving more effective education reform, and fostering more reasonable and perfect “taking an examination” and “examination”
This paper first probed into Dr. Sun Yat-sen’s through on examination power. Targeting his various talks on examination power, the ideological background of examination power was summarized. The content of his examination right was subsequently elaborated, including the connotations of examination right independence; further, the application and conversion of his modern value of examination right were discussed, including three major issues: the chaotic phenomena of education reform, the selectivity of talent recruitment through examinations, and the independent exercise of examination power. Taiwan’s examination system in 2020 was analyzed, and finally conclusions were drawn, hoping to achieve the research objective and magnify the value of Dr. Sun Yat-sen’s thought.
The research value of this study lies not only in exploring Dr. Sun Yat-sen’s examination power content, but also in the conversion of modern significance, taking an examination, and examination related issues, including civil servants and personnel systems, analysis of the examination system from different aspects for argumentation, and discussions on the concept of the value of the examination system. By investigating Taiwan’s contemporary examination system and education reform, the modern significance and value of examination power were found. This study adopted the literature analysis method. Through Dr. Sun Yat-sen’s talks on examination power during different periods, the ideological background was found; through literature review, the modern value of examination power was examined, while education reform and the examination system were reflected and reviewed.
