全文內容: 　　本文從政治經濟學的觀點，透過對公營企業績效的分析，探討公營企業與臺灣經濟發展間的關係。首先，從中山先生的民生主義與實業計畫中，找尋發達國家資本之理論依據；其次，探討政府與經濟活動之關係，以及臺灣政經結構與公營企業之概況；接著對照中山先生理論與臺灣實踐經驗，說明公營企業對臺灣經濟發展的貢獻及其限制，並敘述臺灣威權轉型與公營企業民營化之發展；最後提出結論，認為公營企業在臺灣經濟發展過程中，扮演的是時代性與階段性的角色。

全文內容: 　　From the viewpoints of political economy, the author explores the relationships between public enterprises and economic development of Taiwan through analyzing the effects of public enterprises. First, I describe the theory of developing national capital from Dr. Sun's "The Principle of Livelihood" and "The International Development of China". Then, I research the relationships between government and economic activities, and the structure of political-economics; introduce general conditions of Taiwan public enterprises. Continually; compare Dr. Sun's theory and Taiwan experiences; explaine how public enterprises contribute to and restrict economic development of Taiwan. I state the transformation of Taiwan authorities and privatization of public enterprises. Finally, the author concludes that the public enterprises play the different roles in different periods and stages in economic development of Taiwan.
