全文內容: 　　本文依據孫中山先生的《建國方略》、東亞發展型國家的理論典範與辯論，探討臺灣發展型國家的生技產業政策。本文提出三組問題意識：為什麼臺灣（東亞）發展型國家要制訂並執行生技產業政策？有哪些具體的產業政策與發展策略？臺灣發展型國家如何推動生技產業？臺灣發展型國家生技產業政策的成效為何？如何評估？本文討論發展型國家的正反論辯，論述臺灣推動生技產業的過程與階段，並探討生技產業政策的成效評估問題。透過論證，我們可以看到建國方略與東亞發展型國家之間的脈流關係，以及它們對後進國家發展的理論意涵與政策意義。

全文內容: 　　In view of the national development strategic planning of Dr .Sun Yat-Sen and the studies of the East Asian developmental state, the author intends to examine the biotech industrial policy of the Taiwanese developmental state by asking three research questions: Why does the Taiwanese developmental state keep on implementing the biotech industrial policy? How has the Taiwanese developmental state been promoting biotech industrial development? What are the effects of the Taiwanese state's biotech industrial policy? The first question is explored with a brief literature review of the developmental state theory. The thesis of the neo-developmental state is underscored to highlight the adapting dynamics of the East Asian developmental state. Then, the author delineates a historical background of the Taiwanese developmental state's biotech industrial policy to answer the second question. Finally, the performance of the Taiwanese state's in promoting the biotech industry is examined to discuss the strengths and weaknesses of the biotech industrial policy and the theoretical implications of the (neo).developmental state
