I can really understand how busy you areat this time and sympathize with the mothers of England fully.I am busy putting my whole time and energy to my workbut at present it doesn't seem that we could commence our op-erations as soon as we planned. Owing to the intervention and con-servative influences of English Government, the Japanese Gov't fearto show us friendliness. But we are working independently of themand feel assured of success.You can be of great help to me in England by enlighteningthe public that by helping Yuan Shih Kai, England is indirectly butsurely advancing the interests of Germany. For Yuan Shih Kai isthe exact prototype of the Kaiser in his tyrannical attitude and inhis greed for power and self interests. Yuan Shih Kai is pro-Germanthrough and through and if Germany comes out victorious in thiswar, then China will surely become Germany's dependency. Eng-land will not only not gain anything by befriending Yuan, but willcertainly lose the ground she has already gained in China. You mustmake this point clear to your people-that Yuan Shih Kai is pro-Germany.England has my deepest sympathies in this war.
