Abstract

Abstract

During the 18th and 19th centuries, the development of railways was linked to the expansion of capitalist influence by Western powers. However, as a result of the Westernization Movement, China’s railways underwent a transformation and became instrumental in the country’s pursuit of a prosperous nation and a strong population. Following the establishment of the Republic of China, Dr. Sun Yat-sen formulated a comprehensive railway construction plan for China. This paper employs document analysis to examine Dr. Sun Yat-sen’s conception of people’s livelihood and the preservation of national territorial sovereignty. It focuses on the railway sector’s operation and development as a means to safeguard national survival and defense. Regarding the investment approach for the railway sector, Dr. Sun Yat-sen espoused the strategy of introducing investment, approving and carrying out contract maintenance, as well as granting management rights during the concessionary period, with subsequent reversion to public ownership upon expiration. This resembles the modern strategies of private participation in public works BOT, private financing proposals, etc. Regarding the operational model of railway enterprises, the author perceives it as a government-run model wherein capital generated by developed nations contributes to the overall prosperity of all citizens.
The expansion of Taiwan’s railway sector after 1949 can be understood as part of the people’s livelihood plan’s economic policy. Taiwan’s railway sector has successfully developed industrial and military branch lines, a round-island railway system, a western intercity high-speed railway, and an MRT track system in major urban areas. Foreign investment, private participation, public works BOT, and other investment models for road construction have been promoted. In terms of operational patterns, government-run operations have followed Dr. Sun Yat-sen’s principle. However, difficulties have inevitably occurred in the course of Taiwan’s railway expansion, investment, and government-run system operations. These problems can be attributed to execution flaws rather than deviations from Dr. Sun Yat-sen’s principles. The shortcomings of the government-run system operations are currently being adjusted and corrected through corporatization.
