國父孫中山先生自21歲起攻讀西醫並以優異的成績畢業,而學西醫必通曉自然科學,雖然國父攻讀西醫屬於自然科學的範疇,伊對於社會議題亦有觀點,並引用自然科學的知識論述之,正如作者大學及研究所攻讀自然科學,對於社會議題亦有自己的觀點。作者有鑒於電信科技的發展改變人類的生活,以及中美科技戰圍繞第五代無線電通信(5th Generation Wireless Systems,5G)技術攻防,以及美國對於中國大陸半導體製程上的弱點為貿易上的禁令,令作者擬探討國父《實業計畫》項下的電信網路設置計畫:「增設電報線路、電話及無線電等,使遍布於全國。」對社會的意義。本文以結構功能主義為研究途徑分析電信網路在社會中的功能,並以前述功能、電信科技的發展及中美科技戰的攻防,探討前述計畫是否能滿足當代及現代社會的需求。研究發現國父所提電信網路設置計畫尚能因應當代需要,並在社會中擔任如同人體神經系統的功能;然而,現代電信網路的設置必須搭配電信的其他要素–頻譜及終端設備有效率地運用,方能因應現代社會需求,粗放式的計畫已無法滿足現代社會的需求,應採集約式發展。另由中美科技戰的啟發,更可證成國父所說發展之權應掌握在自己手上。
Founding father Dr. Sun Yat-sen began studying western medicine at age of 21 and graduated with honors. Having studied western medicine, he had a good knowledge of natural sciences. Although the western medicine he studied fell under the scope of natural sciences, he also had his own views regarding social issues and cited knowledge from natural sciences. The present author also studied natural sciences in university and graduate school, and had his own viewpoints on social issues. In view of how the development of telecoms technology is changing people’s ways of life, technical offense and defense between the US and China revolving around 5th Generation (5G) wireless systems, and the US trade ban on China’s semiconductor manufacturing process weaknesses, this author explored the social significance of the Telecoms Network Plan, “adding and spreading telegraph lines, phones, wireless, etc. nationwide”, within Sun’s The International Development of China. Structural functionalism was adopted as the research path for analyzing the functions of the telecoms network in society. In addition to the above-mentioned functions, telecoms technology development and the US-Sino technology war offense and defense were explored to determine whether the above-mentioned plan met contemporary needs, and meets modern social needs. This study finds that the telecoms network plan proposed by Dr. Sun responds to contemporary needs and serves the function of the human nervous system. However, modern telecoms infrastructure must be supplemented with other telecoms elements (efficient use of spectrum and terminal equipment) to respond to modern social needs; an extensive plan no longer meets modern social needs. Therefore, intensive development should be instead adopted. Furthermore, inspiration derived from the US-Sino technology war validates Dr. Sun’s statement that the right to development lies in one’s own hands.
