　　權能區分與臺灣憲政發展具有何種關係？本文透過對於孫中山權能區分的概念探討，包括其提出的背景、時機及概念；結合憲法本文與權能區分做一整體性探討，而後針對權能區分對於臺灣憲政發展所帶來的思考，希望能在孫中山逝世九十週年之際，既能檢視中山思想中權能區分的內容，又能提供當代憲政發展的一個參考及思考的方向。
　　本文採取文獻分析法，透過中山思想中「權能區分」主張之文獻進行檢視，並加以分析並結合當代臺灣憲政發展，以闡揚及恢弘中山思想的時代意義與現代價值。

　The Division of Political Rights and Governing Power and Constitutional Development of Taiwan

Abstract
What kinds of relations between the division of political rights and governing power and constitutional development of Taiwan ? This article is mainly discussing about the concept of the division of political rights and governing power . It is including its background, timing and content . By discussing R.O.C’s constitution, we can understand Dr. Sun Yat-sen’s thoughts more, This article provides more constitutional government thinking and political development of Taiwan.
This article adopts documental analysis, By literature review of the division of political rights and governing power. The author combines the division of political rights and governing power with contemporary constitutional development The author hopes that we can exert the value of The division of political rights and governing power and highlighting the significance of the times.
