全文內容: 本文藉由三民主義的連環性探究公務職場的霸凌現象。霸凌造成身心的傷害表面上是民生問題，但藉由三民主義的連環性可推演至民權及民族問題。揚棄蘊含固有智識的民權主義，使獨立考試權的精神及功能不彰，造成不適任人員擔任主管，在工作場域造成身心傷害。準此，吾人主張應發揮固有智識主張的獨立考試權，使真正的人才治理國家。順帶一題，在追求現代性的過程可以且應該學習西方經驗，但不應揚棄固有智識，如同孫文認為，結合固有智識及西學的長處來營造相對好的政治制度。

全文內容: This paper applies the continuity of the Three Principles of the People to investigate the phenomenon of bullying in civil service workplaces. The physical and psychological harm caused by bullying is, outwardly a problem involving the livelihood of the people. However, due to the continuity of the Three Principles of the People, it can be inferred that this problem also involves democracy and nationalism. Discarding the principles of democracy that contain inherent knowledge obfuscates the spirit and function of the independent examination power, leading to the appointment of unsuitable personnel to management positions, which causes physical and psychological harm in the workplace. Therefore, we advocate giving free reign to the independent examination power, as advocated by inherent knowledge, thereby facilitating the nation’s governance by genuine talents. Incidentally, in the process of pursuing modernity, although we can and should study the Western experience, we must not discard inherent knowledge. As Sun Yat-sen believed, by combining the strengths of inherent knowledge and Western learning, we can build an equally robust political system.
