　 國父孫中山先生認為：「社會問題便是民生問題，所以民生主義便可說是社會主義的本體。」而政府的民生政策應跟隨全球化國家的步法，而全球化是地理語詞或是象徵知識與科技的進步，但無可否認國與國之間的距離可能會逐漸縮小甚或消弭。一言以蔽之，就是人類活動從“非全球”的局限走向“全球”的廣度，在此氛圍之下，經濟、政治、國防與社會文化皆有突破性的發展及改變；至於維繫全球社會與規範的法律角色，是否可能亦跟隨著全球化的腳步，建立全球法律規範與生活共識，則屬值得關注之課題。
　 由於近年來國內政治意識型態的對立，造成民生政策的制定偏離常軌，政經社會不安，而本研究是寄望透過文獻分析方法，將研究之建議提供給有決策權的機關作為民生政策制定之參考。又由於民生政策攸關一國生活品質的良劣，因此先進國家無不以制定良好的民生政策使人民過著幸福的日子為目標，而能享譽國際。概括的說；臺灣民生政策的制定環境；一在國內環境上已淪為政治選舉工具之操作，非常可惜！二是國外環境—基本人權保障宣示未見發揚，很可惜！我們要說，效果不彰，積重難還，的確令人憂心。
　 而面對全球化政治事件與決策，帶來的時間與空間的壓縮，促使世界日漸相互關連，國人更應放下成見，凝聚成一股「意向圖」終至一而再、再而三提起、制定，或修訂「更佳」「更好」「更貼切」大眾心聲的政策，如美牛之進口，油電之漲價，及證所稅之國人意向圖，確能落實去建設現代化國家。另外亦建議共政策制定必須遵循一定的原則，包括：一切從實際出發的原則，與時俱進的原則，系統性和整體性原則，社會公正和利益調控原則，才能達到事半功倍之效果。

全文內容

　 Sun Yat-sen said “Society is the people's livelihood, so the people's livelihood can be said that the body of doctrine of socialism.” Globalization is a symbol of the geographical words or progress of knowledge and technology. In a nutshell, is the human activity from the “non-global” confined to “global” scope, under this atmosphere, economic, political, defense and social development and cultural change, the global community role and legal norms, the possibility also follow the footsteps of globalization, the establishment of a global legal norms and consensus on life. In recent years the domestic political ideology opposition, resulting in the development of livelihood policy off track, political, economic social unrest, and this study is superbly through literature analysis, the recommendations of the study of decision-making power to the people's livelihood as the policy-making organs of reference.then it issue is worth noting.
　 Therefore all the advanced countries in order to develop good policy to make the people's livelihood to live a happy life as the goal, Taiwan people's livelihood policy development environment; one in the domestic operating environment has become a political tool of the election, We say, ineffective, heavy volume is also difficult.
　 In the face of global political events and decisions, bringing time and space compression, prompting increasingly interconnected world, people should put aside our differences and unite into one “mind map” to end again and again raised, formulate or revise “better” “better”, “more appropriate” voice of public policy. Moreover also propose common policy makers must follow certain principles, including: everything from the reality principle, the principle of advancing with the times, systematic and holistic principles, the principles of social justice and the interests of the regulation, in order to achieve a multiplier effect.
