全文內容: 　　臺灣地區降雨可算是相當豐富，但由於時空分佈不均，在春、夏之季常發生缺水情形，由於政府組織專業分工的結果，常發生機關本位主義作祟或理性選擇等問題，致有水資源管理政策推動困難的情事發生，如何將有限的水資源進行合理的利用與重分配，將是臺灣地區水資源永續經營的關鍵議題。
　　臺灣地區以農業用水、工業用水、民生用水為水資源使用量最大宗，各目的用水間如能建立良好的資源互助關係，不僅能活用水資源，亦能提昇用水效率。本文嘗試從孫中山先生社會互助的觀點來探索水資源管理機制，並提供建言，以因應水資源匱乏的危機。

全文內容: 　　There is much rainfall in Taiwan, but owing to the uneven distribution of rainfall in the space and time, there is often a shortage of water in spring and summer. Due to the hierarchical division of responsibilities in government agencies, issues concerning sectionalism and rational choice often occur, which hamper the implementation of policies on management of water resources. Thus, the reasonable utilization and redistribution of limited water resources will become a critical issue in the sustainable management of water resources in Taiwan.
　　In Taiwan, most water resources are used for agricultural, industrial and civil purposes. If mutual assistance based on the sharing of water resources between these purposes can be established, it will not only enable water resources to be utilized in a more flexible way, but also allow increased efficiency of utilization of water resources to be achieved, This article will try to explore the mechanisms behind the management of water resources from the perspective of Dr. Sun Yat-sen's theory of mutual assistance in society and offer advice to resolve the crisis of water scarcity in the future.
